As sheriff, you will take on the crucial duty of processing applications of citizens seeking to obtain a concealed handgun license. This process is provided for under West Virginia law. Have you reviewed the duties you will assume under §61-7-4 of the West Virginia Code?

Under the provisions of the abovementioned Code, sheriffs shall issue, reissue, or deny the license within forty-five days after the application is filed. Some sheriffs have put this duty on the “backburner” and have caused unnecessary delays.” As sheriff, will you seek to serve your citizens with faster turnaround times?

In past years certain sheriffs have appeared in uniform at the Capitol to lobby against positive right to keep and bear arms legislation and others have sent deputies from their departments to do the same. Regardless of your personal opinion, will you use your position as sheriff to lobby against positive right to keep and bear arms legislation by appearing in uniform at the Capitol in opposition to pro-firearm bills or appearing in uniform to testify against such legislation?

West Virginia is an open carry state – meaning that adults can openly carry a firearm in most public places. This practice sometimes results in “person with a gun” calls to the police department. This has led officers unaware of the legality of open carry to escalate encounters with citizens openly carrying firearms and has even led to successful lawsuits against police departments. Will you, as sheriff, develop a policy for your department and its officers that balances the need for officer safety but prevents the harassment of those lawfully open carrying firearms?
