This tour will highlight the work of both the Minneapolis and the Saint Paul Public Housing Authorities (SPHA) in their efforts to maintain and upgrade their housing stocks in times of budgetary scarcity. The Minneapolis Public Housing Authority (MPHA) has emphasized redevelopment while the St. Paul Housing Authority has pursued rehabilitation. We will visit the Heritage Park neighborhood of north Minneapolis where MPHA completed a HOPE VI – like redevelopment of the 73-acre site that contained over 1000 units of public housing. We will hear how the mixed-income redevelopment is operating and hear plans the redevelopment of Glendale Homes, 200 units of public housing in the Prospect Park neighborhood of Minneapolis. We will then travel to St. Paul to look at two public housing sites that have been rehabilitated and upgraded: McDonough Homes and Mt. Airy Homes. We will meet with officials from SPHA about their approach to maintaining the public housing stock.
