    Definitions

    Small Disadvantaged Business (SDB) - A small business that is at least 51% owned and controlled by one or more individuals who are socially and economically disadvantaged. A company may self-represent its SDB status in good faith with a written representation such as this form.

    Minority Business Enterprise (MBE) - A business enterprise that is at least 51% owned, controlled and operated on a day-to-day basis by one or more minority individuals who are U.S. citizens. The term minority includes Black Americans, Asian Pacific American, Asian American Indian, Hispanic American, and Native American Indian.

    Women Business Enterprise (WBE) - A business enterprise that is at least 51% owned, controlled and operated on a day-to-day basis by one or more females who are U.S. citizens and they are not included in any of the minority groups defined above.

    Woman-Owned Small Business (WOSB) - A small business concern (a) which is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and (b) whose management and daily business operations are controlled by one or more women.

    Economically Disadvantaged Women Owned Small Business (EDWOSB) - To be eligible, a firm must be at least 51% owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens. The firm must be “small” in its primary industry in accordance with SBA’s size standards for that industry. In order for a WOSB to be deemed “economically disadvantaged,” its owners must demonstrate economic disadvantage in accordance with the requirements set forth in the final rule.

    8(a) Certified Business - Must be a small business, must be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States, and must demonstrate potential for success.

    Disadvantaged Business Enterprise (DBE) - A for-profit small business concern that is at least 51% owned by one or more individuals who are both socially and economically disadvantaged. In the case of a corporation, 51% of the stock is owned by one or more such individuals; and, whose management and daily operations are controlled by one or more socially and economically disadvantaged individuals who own it.

    Veteran Owned Business Enterprise/Service-disabled Veteran-owned Business Enterprise (VBE/SDVBE) - Must be at least 51 percent owned, operated and controlled by a veteran or veteran disabled during active duty (service-disabled) or group of veterans or service-disabled veterans. In the case of publicly owned companies, at least 51 percent of the stock must be owned by veterans or service-disabled veterans and the management and daily business operations must be controlled and operated by one or more of those individuals.

    Historically Black Colleges and Universities - According to the Higher Education Act of 1965, an HBCU is defined as “ . . . any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association . . . or is, according to such an agency or association, making reasonable progress toward accreditation.”

    Historically Underutilized Business Zone (HUB Zone) - A "HUBZone" is an area that is located in one or more of the following: (a) A qualified census tract (as defined in section 42(d)(5)(C)(i)(I) of the Internal Revenue Code of 1986); (b) A qualified "non-metropolitan county" (as defined in section 143(k)(2)(B) of the Internal Revenue Code of 1986) with a median household income of less than 80% of the state median household income or with an unemployment rate of not less than 140% of the statewide average, based on U.S. Department of Labor recent data; or (c) Lands within the boundaries of federally recognized Indian reservations.

    GLBT Business Enterprise - Must be at least fifty-one percent (51%) owned, operated, managed, and controlled by a Gay, Lesbian, Bisexual, Transgender (GLBT) person or persons who are either U.S. citizens or lawful permanent residents, exercise independence from any non-GLBT business enterprise, have its principal place of business (headquarters) in the United States, and have been formed as a legal entity in the United States.

    Alaskan Native Owned Business (ANC) - Any Regional Corporation, Village Corporation, Urban Corporation, or Group Corporation organized under the laws of the State of Alaska in accordance with the Alaska Native Claims Settlement Act, as amended (43 U.S.C. 1601, et seq.) and which is considered a minority and economically disadvantaged concern under the criteria at 43 U.S.C. 1626(e)(1). This definition also includes ANC direct and indirect subsidiary corporations, joint ventures, and partnerships that meet the requirements of 43 U.S.C. 1626(e)(2).

    AbilityOne Program (JWOD) - The AbilityOne Program is a Federal initiative to help people who are blind or have other significant disabilities find employment by working within a national network of over 600 Nonprofit Agencies that sell products and services to the U.S. government. The Committee for Purchase From People Who Are Blind or Severely Disabled is the Federal agency authorized to administer the AbilityOne Program.

    Disabled Owned Business - A for-profit organization that: (a) is at least 51% owned, operated, managed, and controlled by an individual with a disability or service-disabled veteran who is either a U.S. citizen or a lawful permanent resident; (b) exercises independence from any non-disabled business enterprise; (c) has its principal place of business (headquarters) in the United States; and (d) has been formed as a legal entity in the United States.
