DIRECTOR OF BROADBAND
  • Introduction

    The New Mexico Department of Information Technology (DoIT) provides cost-effective and efficient enterprise products, services, and solutions within a secure and reliable environment for our customers through leadership, strategic planning, standards and policy, architecture, and oversight. The vision for the Department is to improve efficiency and effectiveness in the delivery of state services and to be the trusted leader in delivering enterprise information technology services and solutions that enable state government to better service New Mexico’s residents. The State of New Mexico believes that businesses and constituents deserve access to information technology and services which broadband networks provide.

    The Broadband Director position is at-will and appointed by the Governor. The Director will work in conjunction with the Cabinet Secretary to drive the development and advocacy of the State of New Mexico’s Broadband initiative. The Director will work to invest in the State of New Mexico’s advancement in technology and to ensure adequate and steadfast broadband services to the State. The Director will dedicate themselves to assure that New Mexico can provide broadband services to ensure residents, students, businesses, communities, and visitors have access to internet in order to conduct healthcare, educational needs/opportunities and/or services.
  • Location of Position

    The position is located in Santa Fe, New Mexico.
  • Position Duties

    • Promote State of NM Information Technology and Broadband initiatives in support of DoIT and NM constituents;
    • Lead the development and implementation of a comprehensive data strategy for statewide impact measurement related to broadband adoption;
    • Work on complex legislative and regulatory matters; provide stakeholder private and public partnership management and outreach to state legislative and executive branches;
    • Identify and develop in-depth broadband state governmental and/or public policies;
    • Utilize data science techniques to improve how New Mexico closes the digital divide;
    • Oversee the collection, management, and analysis of data related to the State’s broadband access initiatives as well as future planning and research;
    • Develop metrics and analysis models for data collected from local public bodies, vendors, and community partners, presentations, research and initiatives;
    • Identify specific opportunities for program innovation including increased residential adoption and economic development, especially through relationships in the private and nonprofit sectors;
    • Design new reports and illustrations of impact of connectivity and other technology initiatives including internal reports for state agencies to advance connectivity efforts and external reports for the public, local public bodies and community partners;
    • Work with Department staff, all State Agencies including local public bodies, regional stakeholders, and data vendors to identify opportunities to use data to advance the DoIT and local goals;
    • Manage and Direct Broadband Division staff and work collaboratively with division overseeing budget, projects and initiatives;
    • Review projects, new revenue opportunities, trends, commonalities and business needs, and possible solutions sets that could be developed as new products or services;
    • Serve as primary spokesperson to local, regional and statewide media regarding New Mexico Broadband communications plans, changes, updates and provide outreach efforts;
    • Oversee other time-sensitive, high-priority tasks, and other duties as assigned.

  • Preferred Qualifications

    • Track record that demonstrates influential leadership with expertise in technology operations relevant to broadband and related technologies.
    • Post-graduate degree from an accredited college or university in technology, public affairs, or another field of study related to the work duties.
    • Certification in Project Management.
    • A passion for digital inclusion and doing the work of connecting disconnected and under-connected populations.
    • Demonstrated knowledge of the methods, challenges, and opportunities of digital inclusion.
    • Exceptional analytical and quantitative problem-solving skills.
    • Experience managing staff and budgets.
    • Ability to work effectively with people at all levels in an organization.
    • Ability to influence others that may not be directly accountable to you.
    • Ability to communicate complex ideas effectively - both verbally and in writing.
    • A keen strategic and tactical mind.
    • A growth mindset.

    • Five or more years of executive experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization;
    • Proven success to communicate tactical and strategic issues and opportunities to a broad range of IT and community stakeholders;
    • Personal style that demonstrates a collaborative approach to lead and influence across internal and external stakeholders;
    • Bachelors Degree from an accredited university in a field of study related to the work duties, such as Business, Computer Science, Communications, etc.
  • Minimum Qualifications

    • Twelve or more years of professional experience, eight of which are leading in a large technology or telecommunications organization or leading in a community relations and economic development organization or function;
    • Five or more years of executive experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization;
    • Proven success to communicate tactical and strategic issues and opportunities to a broad range of IT and community stakeholders;
    • Personal style that demonstrates a collaborative approach to lead and influence across internal and external stakeholders;
    • Bachelors Degree from an accredited university in a field of study related to the work duties, such as Business, Computer Science, Communications, etc.
